This is an interesting promotion, and one that hasn't been well publicised by Lotus.  It applies in the North East region within EMEA (including the UKISA area in which I am based) - it may be relevant to your geography, but you would need to ask your friendly IBM rep to be sure.

The instructions are very self explanatory:

"It's really simple. Submit a bid for enough Lotus Quickr seats to close the entire gap between Quickr seats and Notes seats and you'll get brand support for a 50% discount off the customer's Passport Advantage entitled price on the Lotus Quickr seats."
So if your organisation (or your customer) has, say 1000 Notes users and only 100 Quickplace/Quickr users, then you would need to procure 900 Quickr users, and would then receive a 50% discount on these licences.  In addition, the organisation needs to be on maintenance for the existing licences, to be willing to be a reference, and the order needs to be > €10k.
